The opposition Popular Front for Change and Liberation in Syria (PFCL) held its second regular conference on the 5th of October 2013 at "DamaRose" hotel in Damascus under the slogan "Dialogue, Political Solution and Conciliation".

The conference inaugurated its work with the Syrian national anthem and a minute of silence in respect for the martyrs of the homeland, with the participation of more than 200 members and a big number of guests and media correspondents.

The opening session was attended by many representatives of the diplomatic corps in Damascus, among them were ambassadors and representatives of the embassies of Iran, Russia, China, Iraq, Egypt and Palestine alongside a number of representatives of the different Arab national and left-wing parties and Palestinian resistance factions, including the Iraqi National Left Current, the Popular Front for the Liberation of Palestine, the Popular Front for the Liberation of Palestine – the General Command, the Palestinian Popular Struggle Front, the Palestinian Liberation Organization, Fatah movement and Fatah Al-intifada, in addition to leading figures of the "Democrats for Syria" organization and the Unified Syrian Communist Party and the Coalition of the Forces of Peaceful Change, together with a number of Syrian public figures (parliament members, media experts, intellectuals and artists).

The Conference welcomed the new members, the Social Democratic party- under registration, and the Arab National Commission - who have joined the PFCL last September under the resolution of  the central council meeting. Then, the members of the presidency of the Popular Front for Change and Liberation delivered speeches that presented the Front's position and analysis of the current developments that occurred since the previous conference, referring in particular to the importance of the early notice of the Front over the inevitability of the political solution of the Syrian crisis with all the national pillars of that solution, which is loaming with the announcement of the oncoming international conference on Syria, and the formation of the national unity government, which was first proposed by the Front in late 2011. The words underlined the conciseness of the slogan of the second conference, being direct headlines for the national work in the next stage.

During the opening session, many greeting and solidarity speeches were addressed by Mohammad Rida Raoof Shebany, the Iranian Ambassador to Damascus, Vladimir Jeletov, the delegate minister at the Russian Embassy in Damascus, Dr. Maher Altaher, politburo  member of the Popular Front for the Liberation of Palestine, Sabah Musawi, the coordinator of the Iraqi National Left Current, Mahmoud More'y,  the head of the "Democrats for Syria" organization and Dr. Mazen Maghribiah, the head of the "Third Current for Syria", on behalf of the Coalition of the Forces for Peaceful Change.

The conference elected its working committees, including the conference presidency, conference legitimacy and the resolution and recommendation drafting committee. The conference witnessed extensive discussions over the speeches of the presidency members and over the drafts of the «program and strategic theses», and the «bylaw» of the Front. These were all ratified, after being enriched with discussions, interpositions and agreed-upon modifications.

The conference elected the new leadership commission of the PFCL represented by the Central Council. The conference pointed out to the necessity of founding new sub-organizations of the Front in all the Syrian provinces and regions, and enhancing the activities of the functioning ones.

The conference approved a number of resolutions and recommendations, including a Decision on the Political Solution and the Participation in Geneva Conference, a resolution about the Liberation of the Golan and the Completion of the Preparation for the PFCL Brigades for the Liberation of the Syrian usurped Territories, in addition to the Announcement of an Ideological and Political Mobilization for Combating Neo- Fascism, a resolution on adopting the conference documents, and a Greeting for the World Peace-Loving Peoples and Forces.
