Regarding the “Constitutional Committee’s” Non-Results

Last Friday, December 4, the fourth round of the Syrian Constitutional Committee wrapped up, and like its predecessors, without any actual results.

A year has passed since the Committee was formed, after taking another two years for its formation, starting with the Sochi Conference that laid the foundation for the formation, and until the announcement of the formation thereof at the end of October of last year.

It has become clear that the extremists on both sides wanted to place the Committee within one of two molds. On the one hand, the extremists on the regime side see that there is no problem in the Committee lasting forever as long as it does not produce anything, as long as it is completely detached from what is happening on the ground, and as long as it stays abroad. On the other hand, as for the extremists within the opposition, we repeatedly hear calls to blow up the entire Committee, under the pretext that it constitutes a deviation from UNSC Resolution 2254, and therefore we must get rid of it.

In the end, these two trends intersect in terms of their practical objectives, which aim at blowing up the Committee by blowing up its basic tasks, hoping by that to blow up UNSC Resolution 2254 itself, to enter once again the vicious cycle of the “eliminating militarily” and “toppling” proposals.

What should be abundantly clear is that the Constitutional Committee has two basic functions, one of which is “constitutional reform”, which means a new constitution, and the other is its function as a key to the political solution, that is, to implement UNSC Resolution 2254.

What the past year’s experience has illustrated was the following:

First: The Constitutional Committee will not be able to perform the task of “constitutional reform” without working in parallel on the various components of UNSC Resolution 2254.

Second: The function of the committee as a key to the political solution was fulfilled on the day its formation was announced and its first meeting was held. That is, it is now able to play the role of the key, because it has gained official recognition from the Syrian sides, documented in the official agreement based on which it was formed, and at the same time it has international recognition through the UN.

If the key is now ready in principle, although its completion still requires the completion of the representation of excluded sides, then the next step is for this key to be turned in the door of the political solution, that is, to move to the next step in the process of comprehensive implementation of UNSC Resolution 2254.

Those who want the Committee to be an illusory and idle key are working to isolate it from the political process and UNSC Resolution 2254, even though the resolution is clearly mentioned in document based on which it was formed. On the other hand, those who seek to cast that key aside, are working to deepen the Syrian humanitarian catastrophe by renewing and expanding the war, just like their counterparts.

Taking the Committee and the solution as a whole towards the next step and the Syrian people a step outside the quagmire of the crisis, is now governed by completing the implementation of UNSC Resolution 2254 without any delay, and with all its components.
