Kassioun Editorial 1209: Regarding Dialogue and Transition

The date of the national dialogue conference was announced to be postponed twice. Although this may seem negative for some, since Syrians have a great desire to launch a new phase in Syria, the title of which is Syrian people's unity and their effective involvement in rebuilding their country, nevertheless this postponement process can also carry positive signals about the conviction that the conference needs good preparation, and a wide participation and consensus among the various Syrian spectra and forces.

Good preparation requires a consensus-based preparatory committee, consisting of a reasonable and appropriate number of individuals who are qualified, influential, and provide broad representation, for the committee to perform its mission. The committee also needs to have reasonable acceptance by the general public, where it provides through its formation: first, reassurance to the Syrian people with all its diversifications, thoughts, and political trends; and second, reassurance to the international community, with which we need to build an equal relationships founded on respect to our sovereignty as Syrians, and the sovereignty of our territory and our state away from any political pressure or preconditions regarding sanctions or other matters.

The primary mission of the preparatory committee is to prepare for two important stages of the broad national dialogue. In other words, to prepare for two successive levels of the national dialogue. The first level is to prepare for the political transition process, including the formation of a transitional governing body or a transitional government and agreeing on its tasks, powers, term, and composition. The second level is the work of this committee with the transitional government resulting from the first national dialogue, to hold the comprehensive founding general national conference, which is primarily concerned with laying the foundation for formulating the new social contract in the country, at the heart of which is the new constitution, and then the laws on elections, political parties, media, and other essential issues in formulating the public life of the country in a way that serves the interests of Syrians and enables them, in words and actions, to determine their destiny themselves and without any external interference or pressure.

This general roadmap is practically the essence of UNSC Resolution 2254, which is still completely valid in spirit, and is still applicable in a way that guarantees Syrian national sovereignty, the sovereignty of all Syrians over their country and their decision through participation and cooperation and without exclusion. Because exclusivity and attempts at monopolization will open the door widely for the return of foreign interventions in a broader and worse way than before. The way to stop the foreign hand is internal unity, solidarity, and cooperation with each other to close all the loopholes through which the outside can creep in.

Syrians have great tasks to solve, and massive burdens on their shoulders. Despite their joy at the end of the tyrannical authority, 90% of Syrians still live in daily suffering and misery at all levels, starting with the loaf of bread and the pill of medicine and reaching every detail of their lives. These are the ones who should be the compass for any national political action, and for the sake of these people and for the sake of preserving civil peace and restoring the unity of the country, all Syrian forces, including the new administration, must accelerate practical steps towards political transition and towards beginning to formulate the new model for a socially just, democratic, and independent Syria in word and action.
