How to Restore National Sovereignty?
Article 2 of Chapter 1 of the current Constitution of the Syrian Arab Republic, states that «Sovereignty is an attribute of the people; and no individual or group may claim sovereignty. Sovereignty shall be based on the principle of the rule of the people by the people and for the people». The same meaning can also be found in all previous Syrian constitutions, that is: the starting point in understanding «national sovereignty» is the sovereignty of the Syrian people.
This sovereignty includes the sovereignty of the people on its territory, its borders, its wealth and its major national decisions in the various political, economic and social fields. The understanding of national sovereignty in this comprehensive form allows for the identification of violations against it, the limits and scale of those violations, and subsequently forms the basis for its restoration.
If it is quite clear that the presence of foreign forces illegally on Syrian territory is a violation of national sovereignty and must be terminated, it certainly is not the only violation, and more importantly, it is not the first violation.
The political-economic decisions that have moved Syria toward brutal liberalism, which has increased the ratios of poverty, unemployment and marginalization, and paved the internal ground for the bombing up of Syria, are also a violation of Syrian sovereignty. Those decisions, which produced a mode of distribution of the national wealth under which less than a quarter of the population received more than three-quarters of the wealth, are a violation of the national sovereignty of the Syrian people and a bias in favor of a dominant and looting economic elite.
The restoration of comprehensive national sovereignty means necessarily the end of all illegal presence on the Syrian soil, and on top, the US presence and the Zionist occupation of the Golan, but it also means the restoration of the Syrian people to its power over its wealth and the goods it produces.
If all Syrian constitutions recognize this right verbally, but the practical reality tends to be different, this is due to the fact that the Syrian political and legal foundation as a whole is still insufficient to guaranteeing this right, and to guarantee this sovereignty in practical terms, not merely verbally.
A radical and comprehensive change of the political, legal and socio-economic regime in Syria is an irreplaceable necessity for the restoration of Syrian national sovereignty in its comprehensive sense, and such a change in this depth and on the basis of the right of the Syrian people to self-determination and within the international, regional, and local circumstances, has only one entrance: the implementation of UNSCR 2254 through the constitutional entrance.
The violation of Syrian sovereignty, the sovereignty of the Syrian people, that has been practiced and is still being practiced, by various external and internal parties, has always aimed, and still aims at ending the very existence of Syria entirely, as its maximal goal, and abolition of its role in the region as a permanent enemy of US-Zionist schemes as its minimum goal. The general US-Western retreat, and the beginning of the formation of a new system of international relations based on parity relations, and led by countries historically allied to Syria, is the most appropriate condition since decades to restore that sovereignty with its full political, economic, social and cultural dimensions... including the stabilization of the Syrian position in the face of the Western camp, not only within the limits of political slogans, but also up to the economic model of Syria and its pattern of international economic relations.
The objective and mandatory trend is to restore the comprehensive sovereignty of the Syrian people, and every obstacle that will stand in the way of this process will be removed by the Syrian people.
