End of the Grain Deal and “New Israel”

The grain agreement signed between Russia and Ukraine, with Turkish mediation, ended on July 22. The agreement stipulated allowing transport of Ukrainian grain across the Black Sea, provided that the shipments be inspected in the Turkish Bosphorus Strait, under supervision of Turkey and the UN, so that they would not be used to transport weapons.

The Security Council failed earlier this July in extending the cross-border aid mechanism after expiration of UNSC Resolution 2672, which was adopted on January 9, 2023. This resolution was the last of a series of resolutions that started since adopting UNSC Resolution 2165 on July 14, 2014, according to which UN humanitarian agencies and their implementing partners “are authorized to use routes across conflict lines and the border crossings Bab al-Salam, Bab al-Hawa, Al Yarubiyah and Al-Ramtha… in order to ensure that humanitarian assistance… reaches people in need throughout Syria through the most direct routes, with notification to the Syrian authorities”.

Representatives of the Moscow Platform for the Syrian Opposition in the Syrian Negotiation Commission (SNC) - Alaa Arafat, Youssef Salman, Sami Betinjane, Mohannad Dlykan - are heading to attend the SNC's next meeting on 2-3-4 June, in Geneva. This comes after an over 3.5 year interruption in the Platform's participation in any SNC activity, as a result of several pending controversial issues, especially since an arbitrary and illegal decision was taken against the Platform. The decision was to revoke the membership of one of the Platform's representatives in the SNC and its representative to the Syrian Constitutional Committee's Small Group, Mohannad Dlykan, after calling for transferring the Constitutional Committee's work to Damascus while securing the necessary guarantees for that, a position the Platform continues to see as the correct one and continues to demand it.

These days, the prevailing trend regarding the Syrian crisis, at least in appearance, is one towards reconciliation, settlements, and calming at the level of relations with the Arab countries and Turkey. That is despite what the extremists seek to promote against the settlement, particularly with Turkey.

Anyone following the Jordanian activity related to the Syrian crisis will notice that Jordanian officials are always keen to point out that their activity is carried out in coordination with the West, primarily with Washington and London.
