Based on a decision made by the Presidency of the People’s Will Party, Kassioun puts, below, between the hands of the comrades and readers, and the Syrian people in general, the draft program of the People’s Will Party, which will be presented to the eleventh periodic conference of the party (the second after legally registered according to the new Parties Law in Syria).

The draft program in its first version was published on 31/8/2013, and in this version some amendments and additions were made to cover the interval between the first version and the current version.  In its subsequent issues, "Kassioun" will afford a room to receive opinions, remarks, and additions of comrades and friends to the draft program, provided that the size of each contribution should not exceed 350-500 words, in order to permit the widest possible interaction and condensed ideas.

Introduction

The People’s Will Party (PWP), in its vision and program, represents the interest of the working class and all other toiling Syrians (with their arms and brains), and struggles to get their recognition of the PWP as a representative of their interests. The PWP considers that recognition as its main entry point for achieving its functional role in building socialism in the 21st century.

The PWP adopts Marxism-Leninism as its ideological reference, which the PWP works to apply creatively through experience and working among the masses, and through constant review of its constant and variable limits, away from the destructive mentality of nihilism and textualism.

The PWP considers itself the carrier of the values and heritage of both the national liberation movement and the communist and revolutionary movement in Syria and the world in the 20th century and as a continuation of it.

The PWP is the culmination and completion of the work of the National Committee for the Unity of Syrian Communists (NCUSC), which was launched at the beginning of this century, based on a scientific conviction of the reasons for the defeats of the second half of the 20th century, which merely a temporary blocking of the historical prospects in the face of the global revolutionary movement, and a temporary opening in the prospects for its enemies. The PWP relies on scientific certainty that the great capitalist crisis that erupted in 2008 – something the NCUSC had predicted at the beginning of the millennium – will shut historical prospects for good before global capitalism and in turn open historical prospects widely before the revolutionary movement.

The PWP’s work, based on this deep scientific conviction, means precisely working with the mentality of victory in the era of victories, the victories of the peoples’ pole against the global capitalist system; the victories that have begun, and the most beautiful of them are those that are yet to come.

For the second day in a row, the Zionist enemy continues its aggressive bombing of the Gaza Strip, as well as the terrorizing attacks in multiple areas of the occupied Palestinian territories.

People’s Will Party’s position regarding the presidential elections scheduled to take place on the 26th of this month can be summarized as follows:

Comments, opinions, and even statements are coming in lately from parties that are contradictory on their face within the “loyalist / opposition” duality, and these comments, opinions, and statements openly intersect and serve each other in the way they consider that the upcoming presidential elections will end UNSC Resolution 2254. They achieve this through either the unfounded claim that these elections will represent implementation of the resolution, or through another allegation that has the same political goal in the end, even if it was disguised with phony words and expressions. The “opposition” claim considers that holding these elections means killing the political solution and Resolution 2254, which implies that the search for a solution should follow a path other than that of the UN Security Council resolution.

Some details and comparisons between the import costs of diesel oil and fertilizers, and between the costs of subsidizing them and the differences in selling them in the market, clarify which bloc of plundering public money is being talked about. 

Arab and foreign media are broadcasting news and leaks about undeclared negotiations with the Zionist entity. Regardless of whether this news is true or not, those who are leaking them mean that, according to their narrow perceptions governed by their narrow interests, to say that a specific deal is being prepared in the dark and under the table, with specific directions that neither serve the interest of the Syrian people nor the peoples of the entire region.

If the constitution is one of the main topics that come up nowadays due to the “ongoing work” of the Constitutional Committee (which is revolving in place till now), what is more important is that talking about the new constitution and paying attention to it is mainly due to it being one of the main pillars of the political process outlined in UNSCR 2254, which specifically calls for ≪drafting a new constitution≫.

On Wednesday, 23 September 2020, Mr. Kamal Khalaf, a journalist, hosted on his program “The Game of Nations” on Al-Mayadeen Channel, the Secretary of the People’s Will Party and head of the Moscow platform, Dr. Kadri Jamil to talk about the latest developments in the political process and the situation inside Syria, as well as the details and prospects of the memorandum of understanding signed with the Syrian Democratic Council (SDC).

Nowadays, there is a high level of focus on discussions related to the form of the future Syria, including the nature of its political system, the relationship between the authorities, the mechanisms for the distribution of powers among them, and between the center and the peripheries, and other issues of a constitutional nature principally.

Channel and website Carpel MEDYA made a long interview with Dr. Kadri Jamil on September 10. In the interview, Dr. Seve Izouli discussed with Dr. Jamil the Memorandum of Understanding signed between the People’s Will Party and the Syrian Democratic Council. They also discussed the circumstance in which it was formulated, signing it, the stances of different forces on it, and what can be based on it later.
