«Vice-Presidents»- The Proposal Embarrassing All..!
The Secular Democratic Delegation, emanating from Moscow-Istana Platforms, to Geneva Intra-Syrian Talks, has recently unveiled the outlines of its proposal presented to the Special Envoy for Syria, Mr. Staffan de Mistura, regarding its vision for the Transitional Period. Media, in general, is dealing and interacting with this proposal, however, with some suspicion and caution.
The reason behind this is the fact that the amount of strength the proposal embodies and the so-forth coming initials signals of serious interest it attains from the special envoy, among other international sides involved in solving the Syrian crisis, makes rejecting it or furiously attacking it a dangerous issue. On the other hand, welcoming a d accepting the proposal would not fit the interests of the hardliners of the different parties, who already enjoy their supremacy and multiple media organs.
The suggestion depends on two basic issues. First, the Transitional Period should be led by a Transitional Governing Body, as literary stated in Geneva Communique of 30 June, 2012, and in UNSCR 2254. It’s neither an «expanded government», as the Syrian government delegation believes, nor the concept of the Riyadh Group misinterpreting the Transitional Body into a «transitional commission». Anyway, the two interpretations lack basis in the different international documents on the Syria crisis.
The second issue is that the proposal speaks about a Transitional Body of five Vices of the current Syrian President, who would mandate them, on accord and consensual basis among the different parties of the Syria crisis, with the necessary powers to accomplish the missions of the Political Transition, and to implement UNSCR 2254, entirely.
The idea attains its validity and seriousness from three aspects:
1 - It complies with the currently enacted Syrian Constitution, that says literary in the first paragraph of Article No 91: «The President of the Republic has the right to assign a Vice-President, or more, and to mandate them with some of his powers». This means that the proposal allows a constitutional and smooth transition.
2 - The idea complies with UNSCR 2254, that says, as an implementation of Geneva Communique “the establishment of a credible and inclusive governing body, that exercises full executive powers, and shall be formed on the basis of mutual consent, with ensuring the continuity of governmental institutions».
3 - Hence, the idea links between the currently enacted Syrian Constitution and «2254», with regard to «mutual consent» and the «continuity of governmental institutions».
Consequently, the proposal of the Secular Democratic Delegation is still till now the only suggestion capable of bridging the gap between the different parties, and securing an appropriate and smooth way-out for all.
